People first, life first.

Flood peaks come one after another, and many places are in a hurry! Since June, more than 20 rounds of heavy rainfall have caused floods in large rivers, and the water levels of more than 700 rivers have exceeded the warning. The Three Gorges Reservoir has suffered the largest inflow since its establishment … … Since the beginning of this year, floods have affected more than 70 million people in 28 provinces, and China is facing the most severe flood since 1998.

People first, life first! Under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, the National Defense General coordinated as a whole, and all localities and departments cooperated closely. The People’s Liberation Army, the Armed Police Force and the fire rescue team fought day and night, and the broad masses of cadres and people were United as one, and jointly built a solid "dam" for flood control and flood fighting.

Turn the tide and do it, Kun! As of September 12, no major dangers have occurred in flood control projects in major dikes and key areas of major rivers across the country; In the case that the disaster situation is obviously biased, the number of people missing and houses collapsed due to the disaster decreased by 51% and 58% compared with the average in the same period of the past five years. The flood control and disaster relief work was strong and orderly, and a major victory was achieved in stages!

Give full play to the greatest advantage of the party’s leadership, and party flag flies high in the front line of flood control and disaster relief.

"It rained heavily, the water level soared, and the two-story building was flooded in a short time." In July, many rounds of large-scale heavy rainfall hit Jiangxi, and the water level of Poyang Lake once broke through the historical extreme since the hydrological record, which was still fresh in the memory of villagers in Shuxia Village, Yongxiu County, Jiujiang City.

Not only in Jiangxi, but also in the Yangtze River and Taihu Lake, in the Huaihe River, and in the upper reaches of the Yangtze River, people’s lives and property were seriously threatened.

This year marks the end of building a well-off society in an all-round way, and flood control and disaster relief are more important than ever.

The CPC Central Committee and the State Council attached great importance to flood control and disaster relief work. General Secretary of the Supreme Leader made important instructions for many times, presided over the special research and deployment of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee Conference, and went to Anhui to visit and sympathize with the affected people and the frontline personnel of flood control and disaster relief, making important arrangements for strengthening flood control and disaster relief and post-disaster recovery and reconstruction. Premier Li Keqiang has repeatedly given instructions and presided over the the State Council executive meeting to study and deploy.

Drums and heavy hammers, orders are like mountains. Party committees and governments at all levels and relevant departments resolutely implement the decision-making arrangements of the CPC Central Committee and the State Council, adhere to the people first, put life first, mobilize urgently, act quickly, take the initiative, strictly guard against death, take effective measures, and fully carry out flood control and disaster relief work.

Party committees and governments around the country strictly implement the responsibility system for flood control. Before the flood season, the heads of flood control and drought relief administration were approved in key areas of the country. During the flood season, special supervision was strengthened and responsibilities were compacted at different levels. The main responsible comrades of the party committees and governments in areas with serious floods shoulder the responsibility, take the lead and go out, go deep into the front line and command from the front, and supervise and strengthen the implementation of various measures on the spot in areas with broken banks, dangerous sections and flood storage and detention areas.

  In Anhui, where the Yangtze River, Huaihe River and Chaohu Lake are "fighting on the third line", more than 20 emergency meetings such as meetings of the Standing Committee of the Provincial Party Committee have been held successively. Responsible comrades at the provincial level led a team to guarantee 16 provincial cities and went to the front line for inspection and guidance for four rounds;

In Jiangxi, where the multi-site exceeds the historical water level, the provincial leaders’ responsibility system for flood control and drought relief is implemented for the first time, and 11 provincial leaders are responsible for the 11 districts and cities in the province and the direct management area of Ganjiang New District, respectively.

In Chongqing, where the Jialing River and the Yangtze River are caught between floods, the three-level on-site command system for flood fighting and emergency rescue in cities, districts, counties and risk points of weak links is orderly, and more than 250,000 threatened people are safely transferred to achieve "zero casualties" in the catastrophic flood … …

The vast number of cadres in party member set an example, and the scenes were touching.

On June 21st, yingshan county, Huanggang, Hubei Province, was flooded with heavy rain and flash floods, and Poernao village with more than 1,670 people was in jeopardy! Liu Shuicun, secretary of the village branch, quickly organized the militia emergency detachment to patrol the dike to check the danger. The embankment was muddy, and Liu Shuicun accidentally fell into the river and was swept away by the flood. Unfortunately, he died. "He hasn’t slept much for several days, and everything is ahead." In the memory of the villagers, the most common saying of 58-year-old Liu Shuicun is "Be right there!"

In the wind and rain, carrying possessions and rushing cattle and sheep … … At 19: 00 on July 19, Funan County, Anhui Province received an evacuation order and immediately organized the evacuation of the masses. Seven hours later, more than 2,000 people in the unsafe area in Mengwa flood storage area were all transferred and resettled. The plan is in place, the organization is in place, and the resettlement is in place. The people in Mengwa can rest assured to follow the party. During the main flood season this year, 892 embankments in the Yangtze River and Huaihe River basins were used for flood storage, and 11 flood storage and detention areas were used in Anhui Province.

Party flag is flying high in the front line of flood control and disaster relief. During the peak period, more than 700,000 cadres and people went to the embankment to defend, shouldering heavy burdens and taking the lead. The party’s political advantages, organizational advantages and close ties with the masses are the most solid guarantee for the victory of flood control and disaster relief.

Combination of unification and separation, coordination of prevention and rescue, forming a strong synergy of flood control and disaster relief.

Six plenary meetings and special meetings were held, and 13 flood control level IV, III and II emergency responses were launched, and 63 working groups were sent to guide and assist local flood control and disaster relief … … In the face of severe public grievances, the National Defense General has strengthened overall coordination, planned ahead, and rolled joint consultation and scheduling to promote all levels and departments to compact their responsibilities, investigate risks, implement measures, and do all the preparatory work.

The Emergency Management Department actively performed the functions of the National Defense Office, organized meteorological, water conservancy, natural resources and other departments to discuss and judge daily, carried out 24-hour dynamic monitoring and analysis, connected key areas by video, strengthened command and dispatch, responded to grassroots demands at the first time, and "patched" the first-line difficulties and blind spots at the first time. As soon as the flood season entered, the emergency management department entered a "wartime" state, and the command center of the Ministry was brightly lit 24 hours a day. A series of rain, flood and disaster information gathered here from all over the country, and a series of dispatching orders and dispatching instructions were issued from here.

Combine unification and separation, and hold your fingers into a fist. The member units of the National Defense General will give full play to their respective strengths, give full play to their professional advantages, and work together:

  — — China Meteorological Bureau closely monitors the process of disastrous weather, and meteorological departments at all levels issue more than 100,000 pieces of warning information about disastrous weather.

  — — The Ministry of Water Resources has scientifically dispatched more than 30 controlled reservoirs in the upper and middle reaches of the Yangtze River, and accumulated more than 30 billion cubic meters of flood water, firmly holding the levee lines of major rivers and lakes;

  — — The Ministry of Natural Resources has set up a group monitoring and prevention team of more than 300,000 people, which has guaranteed 286,000 people in the country, and successfully avoided 274 geological disasters in the first seven months of this year;

  — — In addition to overall planning, the Emergency Management Department has always given priority to the early transfer of personnel to avoid danger, leaving no one behind and no one missing. Since the beginning of this year, there have been 4.716 million emergency transfer and resettlement in China, the highest in recent years.

"In the past, flood control and disaster relief were ‘ Jiulong Water Control ’ After the reform and restructuring, each department has its own functions, each has its own strengths and forms a joint force, which means that the meteorological department keeps an eye on ‘ When and where will it rain ’ , the water conservancy department judged ‘ Where does the water flow and how to adjust it ’ , natural resources department monitoring ‘ Where does the soil slide and where is the risk of geological disasters ’ , the emergency management department is responsible for ‘ Where do people move and how to ensure safety ’ The professional advantages of the department have been more effectively played. " There is expert evaluation.

In addition, the industrial and information departments organized the three major operators to release disaster warning information in time; The housing and urban-rural construction departments will strengthen the remediation of hidden dangers of urban drainage and waterlogging prevention; Agricultural and rural departments dispatch and guide agricultural production to save themselves … …

All kinds of rescue forces work together to rescue efficiently.

At the critical moment, the people’s army acted on orders, took risks, blocked breaches, blocked piping, reinforced dikes, grabbed access roads and diverted people, and played the role of commandos and mainstay in flood control and disaster relief. By the end of August, the People’s Liberation Army and the Armed Police Force had dispatched 1.31 million people, organized 380,000 militiamen, participated in 5,673 rescue operations, assisted local authorities in transferring more than 270,000 people affected by the disaster, blocked more than 3,900 piping, reinforced more than 970 kilometers of dams and seized 570 kilometers of access roads.

During the flood season this year, the Emergency Management Department and the Joint Staff of the Central Military Commission set up a 24-hour hotline to further strengthen the coordination and linkage mechanism between military and local rescue and disaster relief. The Emergency Management Department has also established a working mechanism with the Ministry of Transport to ensure the cross-provincial emergency rescue and disaster relief services for vehicles from social forces, a rapid transportation system with the Civil Aviation Administration of China and China State Railway Group Co.,Ltd., a meteorological monitoring, forecasting and early warning mechanism with the China Meteorological Bureau, a linkage working mechanism for disaster prevention, mitigation and disaster relief with the China Red Cross, and a coordination linkage mechanism for emergency force preset and emergency resource reserve with seven related central enterprises such as China Communications Group.

During the main flood season, China Anneng, China Power Construction, China Energy Construction and other central enterprises organized more than 106,000 people to undertake the rescue task of flood control projects; More than 500 teams of social emergency forces helped transfer more than 40,000 people; Aviation rescue helicopters flew 140 times … … Each has its own duties and responsibilities, and it has gathered into a strong synergy for flood control and disaster relief.

Emergency rescue is thrilling, and accurate disaster relief is also racing against time.

In response to the floods in Jiangxi, Sichuan, Guizhou and other provinces, the National Disaster Reduction Committee and the Emergency Management Department launched 14 national emergency response to disaster relief, and sent 14 working groups to guide local governments to do a good job in disaster relief.

Pre-positioning of materials makes disaster relief more timely. During the flood season this year, the Emergency Management Department and the Ministry of Finance established a rapid pre-allocation mechanism for central disaster relief funds to actively meet the needs of local disaster relief work, and provide rapid pre-allocation, additional allocation during the disaster, and post-disaster assessment and allocation, and provide timely support for central disaster relief funds to disaster areas. At present, a total of 2.575 billion yuan of central disaster relief funds have been allocated together with the Ministry of Finance, and 9 batches of 195,000 central disaster relief materials and 134 million yuan of flood control materials have been allocated together with the State Grain and Material Reserve Bureau.

Information construction, demand docking is more accurate. The pilot of emergency resource management platform was launched in Anhui and Jiangxi successively. In less than two months, nearly 50,000 people logged in, and more than 30 million items of material data were updated. The intelligent outbound call system for more than 700,000 grass-roots disaster information workers has been put into use, collecting first-line disaster losses and material requirements in real time.

For post-disaster reconstruction, the subsidy standard is higher. On the basis of the current subsidy standard of 20,000 yuan per household, the central government will add 5,000 yuan to the collapsed and seriously damaged houses in the severely affected provinces.

The flood is merciless, with coordinated prevention and rescue, seamless connection, minimizing disaster losses and supporting the recovery and reconstruction of disaster areas to the greatest extent.

From a single disaster to a full disaster, the national comprehensive fire rescue team went to the danger and saved the people from fire and water

In Zheng ‘an, Guizhou, heavy rain raided and blocked roads. "Get through the rescue channel at all costs!" Wang Junxiong, political instructor of Shancheng Fire Rescue Station of Zheng ‘an County Fire Rescue Brigade, and his teammates climbed over three or four hills with heavy loads and waded through waist-deep mud, which was as sticky as hemp sugar. The original one-hour journey took four hours.

About 6,500 people were besieged in Lujiang, Anhui Province, where the dike burst. "Let me go, I’ll take the lead!" Chen Lu, the political instructor of Lujiang County Fire Rescue Brigade, who has been fighting for 96 hours continuously, jumped on the rubber boat without hesitation and died in the process of rescue … …

Charge ahead when the people need it most, save the people from fire and water, help the people in danger and give them strength — — The national comprehensive fire rescue team practiced the clank oath with practical actions in flood control and disaster relief.

After the reform and transformation in 2018, as the main force of emergency rescue and the national team, the national comprehensive fire rescue team changed from firefighting in the past to all kinds of rescue such as floods, earthquakes and mudslides.

This year, the flood situation is extremely severe and the rescue task is extremely heavy. This young team, which has just been established for two years, is facing a huge test.

Learn if you don’t understand! Not good, practice!

Throw the rope throwing bag 80 times a day, with a distance of at least 20 meters; Six people carry rubber boats and sprint for 100 meters, at least 15 times a day; Moreover, assault boat installation and driving, water search and salvage, rope crossing rescue … … These are routine training courses for the fire rescue brigade in Feidong County, Anhui Province, which have laid a solid foundation for pre-flood preparation.

"As the main force of emergency rescue and the national team, we just need to constantly improve our capabilities and protect people’s safety!" Wang Naizhu, acting deputy stationmaster of Longquan Fire Rescue Station of Feidong County Fire Rescue Brigade, said that he stuck to the front line of flood control for the whole summer, and now the local flood situation has eased, and the 15-year-old "old firefighter" has begun to delve into new tactics and tactics.

At present, 31 fire rescue corps across the country have set up professional formations for flood fighting and rescue, with a professional strength of more than 20,000 people, equipped with 140,000 sets of water rescue equipment such as life-saving throwers, unmanned aerial vehicles, aquatic life-saving robots and underwater sonar detectors, which provides a strong guarantee for accurate professional rescue.

Chasing the wind and rain, strength follows the flood!

In just one hour, the water level soared by more than 4 meters! On July 8, the flood in Xiangshuitan Township, Poyang County, Jiangxi Province was raging. Several buildings were located in the ravine, and the water rushed in, which might be washed away at any time. The fire rescue personnel preset nearby immediately rushed to the scene to transfer the trapped people.

"Emergency rescue is a race with death. If there is no pre-standby, it takes about two hours to drive from Shuyang County, and the loss is unimaginable. " Chen Tonglu, acting captain of Poyang County Fire Rescue Brigade, told the reporter that due to the timely rescue, the surge in water level did not cause casualties.

In order to improve the response efficiency and minimize casualties and disaster losses, the national comprehensive fire rescue team innovated the duty preparation mode, pre-researched and predicted the development trend of the disaster, and preset rescue forces in key areas and parts in advance.

As early as early as the beginning of July, according to the instructions of the Emergency Management Department, the fire rescue corps of 11 key provinces such as Jiangxi and Anhui dispatched pre-rescue forces to high-risk areas, and the fire rescue corps of 9 neighboring provinces such as Shanghai and Fujian were ready to reinforce at any time. "Start with a backpack and put it down to fight", and the pre-backup force can reach the garrison point in as little as 4 hours. During the critical period of "Seven Downs and Eight Ups", the Emergency Management Department also mobilized 2,500 fire fighters and more than 130 large-scale professional drainage equipment across regions to rush to the hardest hit areas such as Anhui and Jiangxi.

In the main flood season this year, the national comprehensive fire rescue team participated in more than 20,000 flood fighting rescues, rescued and evacuated more than 210,000 people trapped, and was praised as "the most beautiful retrograde" by the masses.

"To build socialist modernization in an all-round way, we must also modernize our ability to resist natural disasters." General Secretary of the Supreme Leader stressed during his inspection tour in Anhui.

"We will conscientiously implement the spirit of the important instructions of the General Secretary of the Supreme Leader, always adhere to the people first and life first, strengthen the bottom line thinking, focus on the worst, work hard for the best, earnestly put the safety of people’s lives in the first place, and practice it with the actual results of disaster prevention, mitigation and relief ‘ Loyalty to the Party, strict discipline, going through fire and water, and serving the people wholeheartedly ’ The oath. " The responsible comrades of the emergency management department said.

Ministry of Education: Primary and secondary schools should incorporate mental health education into school-based curriculum.

Cctv newsAccording to the website of the Ministry of Education, recently, the General Office of the Ministry of Education issued the Notice on Strengthening the Management of Students’ Mental Health (hereinafter referred to as the Notice), demanding to further improve the pertinence and effectiveness of students’ mental health work, effectively strengthen professional support and scientific management, and strive to improve students’ mental health literacy.

The "Notice" clarifies that it is necessary to strengthen source management and comprehensively improve students’ mental health literacy. To strengthen the construction of mental health courses, colleges and universities should offer public compulsory courses of mental health for college students, and in principle set up 2 credits (32-mdash; 36 hours), primary and secondary schools should incorporate mental health education into the school-based curriculum, and at the same time pay attention to arranging various forms of life education and frustration education. Vigorously cultivate students’ positive psychological quality, give full play to the important role of physical education, aesthetic education, labor education and campus culture, and promote the healthy development of students’ psychology in all directions. As early as possible, we should sort out all kinds of pressures, and take active measures to avoid psychological crisis caused by stress that cannot be alleviated in view of the psychological imbalance that students may encounter in study, life, interpersonal relationship and self-awareness. Strengthen the joint efforts of schools, families and social education.

The "Notice" requires that process management should be strengthened to improve the ability of early detection and the level of daily consultation and counseling. Do a good job in mental health evaluation, speed up the development of a psychological evaluation scale that is more in line with the characteristics of students in China. Colleges and universities should carry out full coverage mental health evaluation at the right time after freshmen enter the school every year, paying attention to the scientific analysis and rational application of the evaluation results. County-level education departments take the lead in organizing mental health evaluation in primary and secondary schools in the region, and conduct mental health evaluation once a year for senior primary schools, junior high schools and senior high schools. To strengthen the prevention and control of daily early warning, colleges and universities should improve the four-level early warning network of "school-department-class-dormitory/individual", focusing on whether students encounter major changes, major setbacks and obvious anomalies. Counselors and class teachers should visit all students’ dormitories every month, and primary and secondary school teachers should communicate closely with parents to jointly strengthen psychological counseling. To strengthen psychological counseling service, colleges and universities should strengthen the construction of psychological counseling service platform, set up psychological development counseling rooms, positive psychological experience centers, group activity rooms, comprehensive quality training rooms, etc. County-level education departments should establish regional psychological counseling centers for primary and secondary school students to provide professional guidance and skills training on a regular basis.

The "Notice" requires that the management of results should be strengthened and the ability to intervene and handle psychological crisis events should be improved. Vigorously build a cooperative intervention mechanism between home and school. For students who are identified with psychological barriers such as depression when they enter school, the school organizes relevant professionals inside and outside the school to make judgments, inform parents of the intervention plan in time, and agree on the division of tasks with parents. Actively strive for the cooperation and support of professional institutions, and continue to strengthen the cooperation between education departments and schools at all levels and mental health medical institutions. Do a good job in the aftermath of students’ emergencies. After students have an accident at school due to psychological problems, the school should immediately start the emergency work plan, contact the parents of the students at the first time, and verify the situation and deal with it in time under the guidance of local education and public security departments.

The "Notice" emphasizes the need to strengthen security management and increase comprehensive support. Equipped with a strong backbone team, colleges and universities should be equipped with full-time teachers of mental health education according to the teacher-student ratio of not less than 1:4000, and each school should be equipped with at least 2 teachers. We should increase the intensity of mental health education and training, carry out special training on mental health education for all counselors at least once every three years, and support counselors to study for a second professional master’s degree in psychology-related majors. Every primary and secondary school should be equipped with at least one full-time mental health education teacher, and county-level teaching and research institutions should be equipped with psychological teaching and research personnel. To ensure the venue and funds, the school should co-ordinate all kinds of funds in the annual budget to ensure the basic funds for mental health education, determine the average student standard, allocate them in full and on time, and establish a growth mechanism as appropriate.

China strongly condemns Japan for discharging nuclear sewage.

At 13: 00 local time on August 24th (12: 00 Beijing time), the Fukushima Daiichi nuclear power plant in Japan started discharging nuclear polluted water into the sea. Tokyo Electric Power Company announced that the discharge of nuclear polluted water from Fukushima Daiichi Nuclear Power Plant is expected to be 200-210 tons, and the first discharge will last for 17 days, with a total discharge of about 7,800 cubic meters of nuclear polluted water. Tokyo Electric Power Company said that it will add about 1,200 tons of seawater to each ton of nuclear polluted water for dilution, and start discharging nuclear polluted water after confirming that the concentration is reduced to the so-called "expected standard".

Nuclear polluted water will be discharged into the sea for 30 years.

According to a press conference held by Tokyo Electric Power Company, the analysis results show that the tritium concentration meets the expectations and the meteorological conditions at sea meet the requirements, so the discharge of nuclear polluted water is started as planned. Tokyo Electric Power Company said that the discharge work was carried out remotely by the staff through the central monitoring room of the relevant facilities in the Fukushima Daiichi nuclear power plant, and the water pump was operated by the display screen to mix the nuclear polluted water with seawater and pour it into the shaft. When the polluted water is filled, it will be discharged into the sea through the tunnel connecting the ocean and the lower part of the shaft. It is worth noting that the discharge of nuclear polluted water can not be completed at one time. Due to the delay in the removal of fuel debris from the core of the Fukushima Daiichi nuclear power plant, the amount of nuclear pollution generated by cooling is increasing every day, and it is estimated that the sea discharge will last for about 30 years. According to Tokyo Electric Power Company, this year, 5 trillion Bekkerel’s nuclear polluted water with tritium radiation will be discharged into the sea in four times.

Japanese Prime Minister kishida fumio stressed at the relevant cabinet meeting that even if it takes decades, the Japanese government will promote and complete the plan of discharging nuclear polluted water into the sea, and solve the so-called "rumor" problem that accompanies it. Similarly, in a series of statements after the meeting, the Japanese government not only kept silent about the harm of the sea discharge plan, but also mentioned to varying degrees that it was necessary to stop the spread of so-called "rumors" to prevent its harm to its own fisheries. Although kishida fumio claims that meeting with fishery representatives makes "understanding is making progress", I’m afraid this is not the true attitude of local fishermen in Fukushima and all over Japan.

  Japanese fishery groups strongly protested

Although the Japanese government has been trying to play up the "safety" of the nuclear pollution water discharge plan, the Japanese fishery as a stakeholder is unmoved. Yasushi Sakamoto, president of the Japan National Federation of Fishery Cooperatives, said in a meeting with kishida fumio that the Japanese government had not kept its promise of "resolutely supporting the fishery" and pointed out that the Japanese government should not push forward the sea discharge plan without the understanding of relevant stakeholders.

Sakamoto Yasin said that although the Japanese government tried to gain Japanese fishermen’s understanding of the sea discharge plan, "once the polluted water discharge is started, it will last for decades, which makes us very anxious and worried. Our only hope is to let the fishery develop peacefully. " Tetsuji Suzuki, executive director of the Fukushima Fishery Federation, also reiterated his opposition to the plan, and said that the views of Fukushima fishermen have not changed, and the relevant government decisions can only be understood on the basis of ensuring the sustainability of Fukushima fishery.

Gao Qiao Tong, a fisherman from Soma City, Fukushima Prefecture, said in an interview with the Japan Broadcasting Association that the fishing moratorium will end on September 1, and he was very worried about the adverse effects of the discharge of nuclear polluted water on local fishery products. The Japanese government and Tokyo Electric Power Company did not explain this, so he always opposed the plan to discharge water into the sea. He pointed out that after that, Fukushima aquatic products will be seriously affected by the sea discharge plan. "Once the relevant parameters exceed the standard, regardless of the actual situation, it will be identified as nuclear pollution and water pollution. This will cause great problems and even make it impossible to fish again. " He also said, "The trust relationship between fishermen and the government has not deepened, and we can never accept emissions."

Our country resolutely opposes and strongly condemns it.

A spokesman for the Permanent Mission of China to the International Atomic Energy Agency (IAEA) made a speech on August 24th, strongly condemning Japan’s unilateral forced start of the Fukushima nuclear accident to discharge polluted water into the sea that day, arguing that the Japanese move seriously damaged the authority and credibility of the IAEA, seriously damaged the people’s health and marine environmental rights and interests of neighboring countries, and seriously damaged the safety and development interests of the global nuclear energy industry.

China’s Foreign Ministry spokesperson Wang Wenbin pointed out on August 23rd that the ocean is the blue home on which all human beings depend, and is not allowed to dump nuclear polluted water at will. The Japanese side is undoubtedly betting on the global marine environment and the health of all mankind by pushing nuclear polluted water into the sea. If Japan really has the sincerity to solve the concerns of its neighbors, it should immediately stop pushing the plan to expel the sea, conduct exchanges without presupposing the results, and fully discuss all possible safety disposal schemes.

Wang Wenbin emphasized that China strongly urges Japan to cancel its wrong decision, stop pushing the plan of discharging nuclear polluted water into the sea, communicate with neighboring countries in good faith, and dispose of it in a responsible manner to avoid unpredictable damage and harm to the global marine environment. If China insists on the plan of forcibly pushing out the sea, the Japanese government will take necessary measures to firmly safeguard the marine environment, food safety and public health.

"Our department attaches great importance to the issue of nuclear pollution water discharged from Fukushima, Japan. In 2021 and 2022, the monitoring of marine radiation environment in the sea areas under China’s jurisdiction was organized, and the background of marine radiation environment in relevant sea areas was found out. The monitoring results show that the activity concentration of artificial radionuclides in seawater and marine organisms under the jurisdiction of China is not abnormal, and it is generally within the fluctuation range over the years. At present, according to the idea of monitoring key areas, covering jurisdictional waters and mastering key passages, our Ministry is organizing the monitoring of marine radiation environment in China’s jurisdictional waters in 2023. In the follow-up, our department will continue to strengthen relevant monitoring work, timely track and judge the possible impact of Fukushima nuclear pollution water discharge on our marine radiation environment, and earnestly safeguard our national interests and people’s health. " The relevant person in charge of the Ministry of Ecology and Environment (National Nuclear Safety Administration) pointed out that Japan started discharging nuclear polluted water from Fukushima into the sea.

  South Korea’s attitude is contradictory

According to the calculation of the German Scientific Oceanography Agency, the radiation pollution in the nuclear polluted water discharged by Japan will spread to most of the Pacific Ocean within 57 days. After three years, the United States and Canada will be polluted; It will spread to the global waters in 10 years. Among them, China and South Korea will be the countries most seriously affected by nuclear sewage.

At present, the South Korean government is indifferent to the discharge of nuclear polluted water into the sea. Thirty minutes after the Fukushima Daiichi nuclear power plant began to discharge nuclear polluted water into the sea, South Korean Prime Minister Han Dezhu read a statement to the public, saying that there is "no need to worry too much" about Japan’s discharge plan. As the largest opposition party in South Korea, the Common Democratic Party explicitly opposes the discharge of nuclear polluted water, and said: "An emergency meeting of parliamentarians was held and a resolution was decided to be issued, calling on the government to actively use diplomatic power to stop the discharge." This powerful response was accused by the South Korean government of "using false news to incite anxiety". In this regard, Han Dezhu also added in the statement: "The biggest threat to the people is the false news without scientific basis and the false incitement for political interests."

Li Zaiming, a representative of the Common Democratic Party, strongly criticized the South Korean government’s connivance at Japan’s nuclear pollution water discharging into the sea at the party’s emergency meeting, and pointed out: "Japan ignored the concerns and opposition of the international community and chose the road of environmental disaster that is most harmful to mankind." In addition, civil society and other environmental movement groups also held a rally in downtown Seoul, and said: "Dumping radioactive materials to pollute the ocean is uncivilized and should be stopped immediately. Yin Xiyue’s authorities who defended Japan’s plan to expel the sea are also accomplices. "
